Self measurement of AIDS Competence

“How do we know that we are making progress in our response to HIV/AIDS? How will others know?”

To answer these questions, members of the Aga Khan Development Network institutions based in Nairobi and Mombasa worked together with the Constellation for AIDS Competence from September 8 to September 10, 2005.

The whole M&E industry uses the “factory” or “interventionist” model to propose input-process- output- outcome indicators. Measuring programs is needed, but misses the most important: measuring responses. The model of life competence provides a solid basis for measuring the whole of the response.
